ULSTER COUNTY, N.Y. -- Voters in the Highland School District took to the voting booth after their budget missed the 60 percent super majority last month. The plan there passed by a vote of 1,362 to 893.

It comes with a tax levy of two percent, but that's a pretty sizable reduction over the more than five percent increase in the original plan
