ALBANY, N.Y. -- Albany County Executive Dan McCoy has vetoed Local Law F, saying the plan to create a county-wide database for pawned items is flawed.

Under the law, pawned and secondhand items would be inventoried in an electronic database. Supporters say the law would help catch criminals. But business owners say recording the personal information could hurt their relationships with customers.

After last week's public hearing on the law, McCoy says, as it stands now, the law is flawed, although he says its intentions are in the right place. McCoy says members of the council have vowed to work on a future law to benefit crime victims and, at the same time, not burden business owners.
