DUTCHESS COUNTY, N.Y. -- County Executive Marc Molinaro outlined his vision for 2013 in his annual State of the County Address.

Molinaro gave his second address as country executive at the Bardavon Opera House in Poughkeepsie. He outlined a plan to invest in the county, to make it more attractive to visitors, including completing the Dutchess Rail Trail and its connector to the Walkway Over the Hudson.

But Molinaro says he's not only working on getting people to visit the county.

"We don't want people to just visit here,” Molinaro said. “We want people to take up lives here and invest here and make a difference for their own families."

Molinaro also says he has plans to fix the county's inmate problem, calling for the construction of a new jail. Right now, inmates are being housed in other county jails at a 2012 cost of millions to taxpayers.

Molinaro also took up the issue of mental health. He says thanks to a grant from the Dyson Foundation, the county will be able to restructure the Department of Health and Mental Health to better serve residents.
